here is what i do, and it works:
-start off with eyeliner, i use black, but brown works too. you should apply more to the outside corner of you eyelid, and gradually fade as you get closer in. a good thought is, if there is eyelashes, ther should be liner behind them
-then apply mascara,again, any shade of black. there are crazy colors like red and blue, dont get these. very tacky.
-then apply any concealer you need...concealer is my best friend, look into buying a good one
-then apply foundation. i, personally dont use liquid foundation, just powder, but if you use both, liquid comes first.
-then the powder. be sure you dont use too much. what i do is swirl a brush and tap 3 times, what ever is left on my brush is what i use on each section of my face. once you blend it end well, go back a buff it(go around your face in circular motions)
-then the blush, really it depends on your personal preference, but the most natural shade is a light pink. DO NOT OVERDO IT!! i use little to no blush. one swipe with a brush, and i make sure i rum it in thouroly
-after all that, go back through with a clean brush and buff again
-if you want eyeshadow, go with light colors. i find that cream/beige colors work good. again, dont overdo it. i always make sure i can only see the shadow if i get close to a mirror and shut my eyes.

Okay, get a professional to match your skin tone, as said. That's the starting point. Then apply a very thin layer of that foundation. I prefer liquid, myself. Try this tip: put a small amount of liquid foundation a your fingertips, and dab all over your face. Use a damp sponge (check out Beauty Blender at simplebeaute.com) to stipple the makeup into place. (Stippling echoes the skin's texture.) Apply matching loose powder to set the foundation (use a shade lighter if you have oily skin). I like a powder puff for application. Some prefer a brush. I put a dark tan blush (Mary Kay's Bronze Sands) in the hollow of the cheek and a light peach on the apples Apricot Breeze). This adds a 3-dimensional feel while keeping a very natural look.

First have a professional match your skin tone to a foundation, cream to powder is easier to apply the idea in applying makeup is to do so sparingly so just a little coverage to hide marks etc a little eyeliner or eye shadow not both if you are going for natural and some lip gloss or shine and you are all set, if you like you can apply some bronzer on your cheek bones remember to choose a shade suitable to your skin tone.

I think the best thing is a good exfoiliater.
It gets rid of all the dead skin cells and makes your skin look fresher and cleaner.
I use "Never a dull moment" by this company called Origins (www.origins.com)
It's really nice, not to ebrasive, which I find a lot of other exfoilaters are.
Also use a nice powder (I use physicans formula) to get rid of shine.
Use a bronzer, for a healthy glow. A little will go a long way, trust me. I use "Hoola" by benefit (www.benefitcosmetics.com)
And finally, brown (not black mascara) It'll open up your eyes, without giving that glaring black colour you get from black mascaras.

Try to apply a light application of powder that is similar to your skin. This makes it seem you have a flawless complextion. Put on lip blam and put on a eye shadow that can showoff your eyes. TO showoff over eyes curl them
