I'm having major trouble w/ these problems if anyone could help me w/ a step by step answers so I could finish I'd appreciate it! P.s. I'm looking for a tutor if anyone is interested!
24)Use Cramer's Rule to solve: 3x-5y and 4x+2y=2.
22) Triangle DEF with vertices D(2,5), E(1,-6), and F(-5,3) is translated 3 units right and 2 units down. Find the coordinates of D'E'F'.

I see other people have helped you with the Cramer's Rule and translation parts of your question, now about the tutoring ...
Congratulations on going back to school! Try and find someone local to tutor you. It need not cost a lot, the going rate is around $5 to $30 dollars an hour depending on the tutor's level of experience and expertise, and your level of study. Ask at local high schools or colleges if there is one in your area. With tutoring, the person sits beside you and takes their cues from you. A good tutor can vary their teaching style to match your learning style, so that learning is almost effortless. It's a lot harder to do this online. The online tutor can't see your face or hear your tone of voice to adjust their approach to your needs; neither can they draw pictures to help you, or watch how you work. I know there are people who tutor online but face to face is way better.
There are also a few good sites for explanations and drills, such as http://www.math.com and http://amby.com These are non commercial sites based at universities, and there are several others like these as well. Say away from commercial sites as they're sometimes ripoffs. Good luck!

Here's how Cramer's Rule works: to find x, you need two determinants: one made from the coefficients, which will go on the bottom of a fraction; and one made by replacing the x coefficients with the answers, which will go on top.

You left out the answer to the first equation but so I can show you I will assume it was 8.

top is

8 2
-5 2

which evaluates to be 16 - -10 = 26

bottom is

3 -5
4 2

which is 6 - -20 = 26

so x = 26/26 = 1

You find y in a similar way; the bottom is the same but on top replace the y coefficients with the answers

As for the second one, a translation means you add or subtract things from the coordinates. To the right is the positive direction for x, so 3 units right means add 3 to all the x-coordinates. Down is negative for y, so 2 units down means subtract 2 from each y-coordinate. D' will be (2+3, 5-2) = (5,3) for example.

3x - 5y = ? you failed to mention this so I will just use the ?
4x + 2y = 2
Using Cramer's rule, remember this because it is a wonderful tool: make the denominator the determinant
3 -5
4 2 which is equal to
3(2) - 4(-5) = 6 + 20 = 26 and define it as D
So
? -5
2 2 and call it E = ?(2) - 2(-5) = 2? + 10

And
3 ?
4 2 and call it F = 3(2) - 4(?) = 5 - 4?

So x = E/D = E/26
y = F/D = F/26

Just take your values +x being right and -y being down
You are given the vertices DEF so that translating them is just translating the (x,y) point:
D' = (2,5) + (3,-2) = (2+3,5-2)
E' = (1,-6) + (3,-2) = (1+3,-6-2)
F' = (-5,3) + (3,-2) = (-5+3,3-2), so just finish the arithmetic and you have got it.

22) translate means to slide...in this case you are sliding right(+) and down(-)...
D) 2+3, 5-2 = (5,3)
E) 1+3, -6-2=(4,-8)
F) -5+3, 3-2=(-2,1)
