That's hard to answer because there's different ways of being sensitive and different kinds of sensitivity. Cancers are very sensitive in an emotional sense, intuitive and can sense change in attitude or pick up any hint or inflection in your movement, your voice. Librans are very sensitive to anything being out of balance. I don't find Virgos particulaly sensitive, but more "fussy", because they think things need to be their way. I think Scorpios are sensitive to themselves, but not sensitive to others needs really... you can say that every sign is sensitive in one way or another. Not to mention that the sign is only one part of what you are. Everyone is touched by pretty much every sign somewhere in their makeup.

Definitely Cancer. Cancer is well known for being the most sensitive sign of the zodiac. Cancers get hurt very easily. They will think about something harsh another said to them months before. They are easily hurt and are extremely careful and catious when it comes to others' feelings.
Taurus' are emotional, and so are virgos, and capricorn. They can be considered sensitive but this also depends on the persons' moon sign as well. However they definitely come next in line.
Scorpios again are emotional and can be sensitive but like to hide most of their feelings. They tend to have a harsh tongue when it comes to arguments and debates. They are always caught up in the heat of the moment, but do get hurt easily. Therefore they cant possibly be the most sensitive overall.

I think Pisces, but they are at the same time the reason they are so sensitive. They can be naive, or deceptive. Virgo is sensitive, but they are critical and judgmental, pisces are too. So I guess others don't like it and they get back lash for it.

The water signs (pisces, cancer, scorpio) are very emotional signs. Of the three, scorpio is the most sensitive (and the most moody.)

Water signs are famous for being the sensitive signs. Cancer being the most emotional.
However, from personal experience, I say Scorpio, Cancer, and Taurus.

Archetypal Pisces is probably the most sensitive on an intuitive level.
If you have a lot of pisces in your charts, then you should be keyed in and very sensitive.
