Babies get teeth at their own rate. 1 yr old is a little late but not unheard of. If she is concerned she should ask a dentist or pediatrician.
Some babies are born with teeth already!

My son didn't get his first tooth until he was 14 months old. Everyone, including the doctors, told me that the longer it takes, the better his teeth will be. By the time he turned 2 he only had 6 teeth. My son is now 2 1/2 years old and just got his last two teeth last week. When they do decide to come in....they all come at once....About the baby food. The doctors told me that the gums are really strong so the can chew up a lot of things. She should move him up to at least #3 baby food and start him on table food asap. She will just need to make sure to cut up things fairly small.

My daughter is now 14 months old and at 1 year she had 4 teeth...now she has 6 with 2 more coming in....so I wouldnt assume that it is normal for a 1 year old not to have any teeth

It's normal for a 1 year old to not have any teeth. It has been said that the longer they take to get their teeth, the healthier they will be. Don't know if that's a fact, but I'm sure that eases the minds of the lots of parents who are dealing with that same situation.
As far as the baby food goes, I'm sure his parents are just making sure that the type of food doesnt cause him to choke(since he doesn't have teeth to break down harder textures). I think you need to let them parent their own child. I'm sure they're aware of potential problems, and are keeping his pediatrician informed.

Two of my children didn't get teeth til their first bday, my daughter actually broke through on her bday, my son was a few weeks later. It's totally normal for some kids, and it's actually excellent because there is less time for their teeth to be exposed to cavity-causing bacteria.
A word of warning, it often means that their baby teeth will be late coming out, and their adult teeth later coming in. Again, it's been a blessing for us, because their teeth is in excellent shape, from not being exposed so early.
Food and paci have nothing to do with it.

It just depends on the child really. My daughter did have teeth before she turned one but I know that I had one after the age of One. If you are worried I would ask the mother to talk with the Pediatrican and ask them what it could be. I know that it couldn't be the pacifier at all because my daugther used one and it wasn't that. Its a normal thing. Some baby are late bloomers but when u see that he starts to cry a lot and chews on a lot of things then that's when they are coming out.
