Gravity is the pull of matter on other matter (and energy). For the Earth to exist but not to have gravity would be impossible. However, it is possible that the net gravity on the surface of the Earth would become zero if the earth was surrounded by a massive shell; imagine a spherical egg with the yolk as the Earth and the shell made out of a very dense material.

Earth's gravity will always exist because gravity is an intrinsic property of mass. To "neutralize" gravity at the surface of the Earth you'd need a massive enough object at a certain distance away and it'd only neutralize gravity at one spot. It'd be impossible to do this for many reasons though.
Most species will eventually cease to exist in the absence of gravity. Birds need gravity to swallow and humans need it to maintane bone density and heart strength.

The question defeats itself. The mere existence of the earth gives it gravity, so to cancel any gravitational pull would be to eradicate the planet. Awfully hard to sustain life on a planet that no longer exists.

I can't think of any circumstances that satisfy both parts of your question.
No gravity = no atmosphere.
It certainly wouldn't preserve any life as we now know it.

oooh i know i know i know. what you do is stabalize the crust somehow. dig out the center and you have empty space inside and gravity would be extremely lower but always present of course. need lots of heaters because it would probably be cold? and that would do it. :)
however earth would be very distributed somewhere else if it were possible to dig out the insides of our planet.
