You couldnt get everyone to do it at the same time because of the delay in communicating "GO!" around the world at exactly the same time.
If you don't take that into account, everyone would jump and then decend at a slightly different rate (long/short legs, weak/strong muscles etc) so even if they could be all told to jump at the same time, the resultant jumps still wouldnt be in sync.
If you don't take THAT into account, the mass of everyone in the world verses the mass of the earth would be like 5 ants jumping on a hot air balloon trying to get it to go down.

I've never heard of that theory, so it's probable that it's not true. I have heard, however, that if the whole world's population, as much as China alone, jumps at the same time the earth would explode from its core because so much force by weight is exerted and the pressure causes the inner core to collapse in itself.
