If you live in a large city there is probably some type of celebration going on downtown. You could grab some hot chocolate and go see the fireworks. Don't forget to start the New Year off with a kiss! If you want to do something warmer you could go see a movie and get some cheap takeout to bring home, watch the ball drop on TV, and snuggle. It doesn't have to be expensive- three years ago my girlfriend proposed to me at midnight with a simple silver band (you can get one for around $15). We are still together and I wear the ring every day. I will always remember that moment!

Most cities, say, 80,000 and above have annual New Years Eve Festivities. Even here in Arkansas, we drop the New Years Ball on New Years Eve to countdown the New Year. Yeah, it gets cold, but as you said, its free and there's a ton of people there to keep you warm, plus you can invite your friends and make a big group out of it! Plus, what could be safer? Just look in the local paper and watch the News for any local festive anouncements for your area! If your in the spirit of the New Year, it will be fun!

Is there a lover's lane type place or a hill to watch fireworks? Any friends having a party? Crossdress for her and let her laugh her *** off, you'll maybe have to borow some clothes. Tell her to come over to your place, Have a bath ready for her with bubbles and candles and let her soak as long as she wants then watch the ball drop in Times Square on the telly, while you give her a back rub. Is there a safe place to walk or take a hike and give her a kiss at midnight? Cook her a nice dinner and watch a video.

I'm sure she'll understand if you don't have funds to take her out just simply bring in the New Year with her, even if it's in the comfort of your home. In other words as long as your together I'm sure everything will work out.

Take her downtown for New Years Eve, most cities have count downs and that's free.

I think she would be very impressed if you took her to church. If not you could have a nice romantic dinner at home with candles, a simple dinner and music. Buy her a rose, and tell her things she would love to hear but only if they are true.

do something romantic, but cost effective, like take a walk around a park as they do the countdown, or fix her a nice candle lit dinner for just the two of you.....candles...nice dish...soft music...have a really nice picture of you two together as the centerpeice of the table. its all nice. and she will be grateful that you thought of her like that
