20 years straight time means he serves 7,300 days straight in a row, no work release or anything.

The 85% law is called Truth-in-sentencing. I don't know when it was enacted in South Carolina, but it was likely in 1994, which is when the Federal government decided to give grants to states who had enacted Truth-in-sentencing laws.

The law basically states that a person sentenced under Truth-in-Sentencing would serve at least 85% of their time in prison (17 years for a 20 year sentence). Under 85% likely means they will not have to meet a minimum requirement of 85% of time served and may be able to get out sooner with good behavior.
