You would be surprised how crowded Nevada is! Yes, you can get a P. O. Box but if you want it to be considered a residence you need to get a UPS Box which is a bit more expensive.

yes at any post office and if none available there are commercial places that rent PO Boxes..contrary to popular misconception there are other cities in Nevada....
