Basically, I want to separate about 3 minutes out of the middle of a 30 minute WAV file. I then need to save the separated part as a new WAV file. (It doesn't have to be WAV, just as a separate audio file).

Try audacity

You can open a wav and highlight a section copy it to the clip board and then paste into a NEW file and save....

open Windows Sound Recorder ( Start - Programs - Accessories - Entertainment - Sound Recorder )
File open - choose the Source Audio file and play it .
Pause the the song at the time you want to start cutting . Go to Edit
choose - Delete before Current Position
Play Again
Pause at the time you want to stop recording
Go to Edit - Delete After Current Position
Now go to File - Save As
give a new name to thr sound wav file
and you are done

Start -> All Programs -> Windows Movie Maker

it works on audio as well as video

do a search for a audio edit program. you could try cooledit pro trial good for 30 days.

beware any freeware may install spyware on your pc.
