The most qualified actor would probably be Jamie Foxx. The problem is that he starred in Ray so he is already associated with Ray Charles, thus it is higly unlikely that he accept or get that role.

It can't be one of those tall "hunky" black guys, it'd have to be a shorter dipsticky guy, and there aren't many of those who are handed celebrity by the powers that be right now. The only guy who might be able to pull it off if he can sing just a little is the guy on "My Life is Earl" who used to be the Rubber Band Man on the Office Max commercials. At least he's short and lively.
