If it is not owned, you can register it by setting up an account at http://www.godaddy.com or http://www.domainhaul.com

You can also find out who the current owner is, if it is owned. It is sometimes possible to make the current owner an offer for the domain name if they are just sitting on it.

You can check to see if anyone owns the domain at http://www.internic.net, and if no one does, you can register it yourself. Internic provides a list of ICANN approved registrars you can use for that purpose.
