Think inside the box for a second. Think back 21 years to something you two might have done, a spot you used to eat at, or a place you used to go...try to get something from there and give it to him as a reminder of how you and him became an "US"

1) buy a big gifts' box that fits your size
2) make a call to know when he'll be home
3) stick signs from door to bedroom "where you'll place the box"
4) fill the box with chocolates and scents
5) wear something outstanding
6) get into it the moment he put keys in door
7) when he reaches bedroom, opens the box, come out with a foxy look whispering: "I'm your gift"
I believe that would be more than enough if he appreciates surprises and above all loves you the way you do!

Be spontaneous to celebrate your 21 years of marriage! Go all out so he can really tell that he means a lot to you. Plan a romantic dinner in a fancy restaurant and then go to an expensive hotel and sex him slowly to slow jams and whisper " i love you " softly in his ear! happy anniversary!

A romantic weekend away from home- depends on your budget but should include candles, dinner and sexy underwear for you. If possible make it a Spa hotel and book full body massages for the two of you.
Lots of men like driving fast cars- there are gift packages that let them drive fotmula one or high performance cars for a day.

Get you some new sexy clothes both under and outer and then get a nice hotel room that has a jacuzi. Go out for diner then spend the night at the suite where you can have each other for desert.

Take him out to dinner your treat. Reverse the roles and do everything for him (assuming he usually plans the anniversaries).

How about tickets to an event? Bring him out to dinner first and then bring him to a sporting event if he likes sports, a concert if he's into music (you can do anything from symphony to a blues club to a rock venue to an all-out arena event), a play, the circus...guys love tickets. It's what I do most for my fiance and my dad.

How about planning a getaway 2nd honeymoon for just the two of you if you book the place you spent your first honeymoon it would be extra special
