The first problem is that none of the websites I view have the backgrounds showing and I don't know how to enable them. For example on the yahoo homepage none of the background images load. Only the flash ads and text show up.
Normal font looks fine but titles and buttons (like next and cancel buttons) look huge. The second problem is that hugeness problem affects other windows applications such as add/remove software.

i am guessing you have overridden the deault stylesheet for acessing websites
go to internet options - general - scroll to the bottom
and click on accessiblity in Internet Explorer
uncheck all boxes if check and click ok and apply
that should remove any style you have defined over the default .
furthermore , for wndows application , i am guessing you are using some desktop theme . try removing it

This does not specifically answer your problem, and for that I apologize. Try downloading Firefox at www.getfirefox.com and using it. Sometimes it is helpful to have a second internet browser to look at websites. Sometimes it is even better than trying to fix your old browser =>

Is you screen resolution set too high? Try control panel, view, settings. Lower the resolution a bit.
