I'm trying to align my layers....I select one layer, click on "modify", then go to "arrange", but all of the selections are are un-selectable. What do I have to do or change to be able to select these selections?

all selections: bring to front, send to back, align left, align right, align top, align bottom, make same width, make same height....are all light gray and unable to be selected

When you click on the layer, click on the BORDER of the layer (not the little positioning box in the upper-left-hand corner) so it has black "handle" boxes highlighted. Then the menu will become available.

UPDATE:

I've provided you with a screenshot that proves my answer is correct. All you have to do is click on the BORDER of the layer, NOT the box in the upper left-hand corner. If you click on the BORDER of the layer, you will get the handle boxes you see in the screenshot, and the arrange menu's items will be active.

Select Modify > Align, then select an alignment option.
For example, if you select Top, all of the layers move so that their top borders are in the same vertical position as the top border of the last selected layer (highlighted in black).
