id like to know the prices of the cheapest apartments there per month? also how much does electricity, heating, water cost?

The problem is not how cheap they are, but how to get them. There are apartments with two rooms for 200 euro. But they are not easy to get.
If you are member of a "woningcorporatie", which lets social houses, you could find a 1 room apartment for 179 euro. (29 square meters). A two room apartment for 248 euro (35 sq meters).
But you need to be member for some years to be successful in applying.
Electricity, gas and water are depending on the energy use. I use 150 euros for gas and electricity for a 100 sq meters apartment (two adults, three young kids). That is about average.
