Yep, you can create your own domain all day long. Many people say to use the cheap or free places to get a domain and keep it, but I say to use DirectNIC instead. The offer everything you need to make your site and also have email on it too, but they charge a-la-carte for different features if you need it. DirectNIC is also very good because they protect your domains from thieves, and have a good grace period for paying for your domain renewal fees.
You can even have them host your domain for free if you dont mind them putting some ads on your web pages for DirectNIC.
