Not sure about 2 and 3 specifically, but here's my stab at 1.
The Cabinet is a group of presidential advisors who specialize in a specific field. The president could never be required to be an expert on every possible situation that occurs so he appoints these people to assist him with running the country. This is why he usually picks someone in the military for the Secretary of Defense or a teacher for Secretary of Education, etc.
