For art history in the US, besides the doctoral-level powerhouses of Columbia, Yale, Case Western, University of Kansas, University of Michigan, and Stanford, I strongly recommend the "Little Ivies" (Amherst, Williams, Wesleyan, Bates, Bowdoin, Middlebury, Swarthmore, etc.) and the "Seven Sisters" (Vassar, Bryn Mawr, Barnard, Mount Holyoke, etc.) for study on the undergraduate level.
You are looking for professors with international reputations in the field, a very strong on-campus collection, and, ideally, proximity to outstanding museums and galleries where you can do summer or semester internships while still in school.
Personally, I'd take a close look at Vassar. Clement Greenberg sent his own daughter there to major in art history. That should tell you something. :)

I suppose it would have to be Edinburgh University in Scotland. As this is where HRH Prince William did his Art History degree.
