What is the right way of measuring the height of a baby? Is it head to toe or head to heels?

At my hospital, I saw the nurse measure babies strech their feet with their toes pointing out and they take that marking. That easily makes a few inches differences if measured from head to heels.

They hold a baby by the feet and measure from the heal to the top of the head. This is not to be cruel to the baby, but to stretch the baby out to get a full measure.
