it seems the 1 isn't necesarry anymore. i can't remember the last time i typed a 1.

1 is the United states' country code. It is only necessary in 2 instances, when you're dialing from outside the US and in some cases with certain landline telephone providers. Some of them want you to dial the 1 first, others wont even dial it if you put the 1 in.
Futhermore, I know the 917 area code is specific to cell phones. There's no need to put the 1 in for a cell phone, maybe only if you're calling a 1-800 number.

Yes you should enter a "1" because most of the time you need it in order to make a call. Only certain numbers require not having or don't need a "1"

Every cell I've seen don't need it. just 10 numbers are fine. You can add a 1, it will still work.
