Yes. Argentina & Uruguay are both about 97% unmixed white (mostly Italian & Spanish), Cuba is 37% white, 51% mulatto & 11% black, while 86% of Cuban-Americans are white. Brazil is 53.7% white, 38.5% mulatto & 6% black. In addition, Venezuela is 29% white. Colombia, however, is about 25% white.
For what it's worth, according to the 2000 U.S. Census, 80.5% of Puerto Ricans (in Puerto Rico) described themselves as white and 8% as black.
Also, there are people of German, Irish, Slavic and other European extraction throughout South America, particularly the southern half. In fact, there is a large Welsh population in the Patagonia region of Argentina. Chile, another predominately white South American country, is 95% white, including white-dominate mestizos.
Spain, of course, is almost entirely white, with the exception of nonwhite immigrants. Spaniards are primarily of Mediterranean & Nordic stock, with some Celtic.
Costa Rica is the only Central American country which is predominately white - 94% (includes white-dominate mestizos.)
The majority of the remaining Latin American countries are comprised primarily of Amerindian-dominate mestizo populations.

Most people from South America are white, since they are for the most part European immigrants like most people in North America. People in Central America, i.e. Costa Rica, Nicaragua etc. are of majority Native descent, are not. People from Spain are Europeans, (Spain is in Europe) and are therefore white for the most part.

Argentina and Chile are majority white. The other Latin American countries are majority mestizo but they also have whites who live there.
