My friend has to move to a different place every couple of months and has been in a few shelters, and recently had to leave a stable home to go live in another shelter.

18 is it for the entire U.S. however at 16 you CAN be emancipated (divorce your parents) but it sort of sucks because you are then responsible for your life and are expected to finish school, be able to pay rent, plus all of the bills that come with your own place, pay your own medical/dental/hospital bills, but employers can not hire you fulltime, because you are under age 18 you can only be hired for part time work, and that is VERY hard to do when trying to pay rent/bills/etc.

Legally, one is considered an adult at 18. However, if needed, one may petition the courts to be an "emancipated" minor.
