The Andrews sisters made this record during world war 2. If you dont think it sounds like a rap song, say the lyrics as if you were rapping. As I recall Bette Midler covered it and it became a hit again, and when the black kids heard it on the radio they came up with a style of music that was unique, but definately derivitive of this song.

I don't think it is rap far from it

No. True rap is spoken not actually sung that song is ragtime.

Rap was influenced by everything as diverse as Aerosmith to Little Richard to Jamacian Dancehall to Ska.(hey Ska actually goes back to the 1950's)

I think you may be stretching a little there. Although it was a good song, a lot of music from that era is styled in the "big-band" sound.
