The Raiders. They will look at who beat whom, strength of schedule, and quality wins against good teams. The only team that Detroit beat was Atlanta; however, the Raiders have not beat anyone with a winning record, so...the Raiders get 1st pick!

"alwaysmoose's" answer is correct. Assuming that they both loose (safe bet), and considering the fact that they did not play each other this year (head to head match up), it goes to strength of schedule. Look at the AFC West. Oakland played San Diego Denver, and KC twice each. Detroit in the NFC North played Chicago, Green Bay, and Minn twice. Clearly, Detroit had the easier match ups and would ruin the career of the athlete picked first overall.

they would go head to head and then conference record and then strength of schedule. I think that would put Detroit at the bottom.
