Simple, there are those people who will buy anything if it is reduced. One major high street store, which hold possibly the biggest sale of all deliberately ships in clothing from it's clearance stores that it has not been able to sell, it will sell this first then will start to sell the decent stuff at sale prices. You have to remember sales are not there to benefit the customer, business is not about that. They are there to help a shop clear the unwanted goods it has.

Naturally, they have more products of those that didn't sell well than those that did. The common theme with the under-sellers are that they tend to be ugly, are made with cheap materials or fit strangely. Perhaps they just ordered too many of a particular size (usually too many x-small or x-large). Also, fashion trends change, so they might have bought a lot of a particular style hoping it would catch on only to find out by the end of the season that it's still hideous and they need to get rid of it fast.

We were talking about that very thing just now! It's because the public are fickle and will simply buy anything with an 80% reduction ... and to achieve that, shops have to buy special stock that looks good but in fact is really very cheap to buy in .....of course you get the loss leaders but that keeps the critics happy. It's just a way to con the public ...... you only get reductions in real terms when a serious recession comes in ..... and we just could be heading that way! In the meantime, haggle!

Because it's all the stuff everyone else didn't want, they wouldn't put the new good stuff on sale. Bummer isn't it! you probably could get a really nice top in a size 4 or 26 though!

Good point, I reckon they have cupboards full and bring it out year after year.
It's amazing how some clothes are badly damaged and yet still for sale. I loathe most sales.
