i have an older riding mower with wheels that slide on the axle. they are held on buy a bolt in the end of the axle and it has two flat spots on the end of the axle to keep it from turning in the wheel. there are no bearings in the wheel it just slides on the axle .i have the bolt out but the wheel will not come off .i have tried penetrating oil but i did not help. is there any thing else i could use to free the wheel from the axle

Have seen this many times... Best solution is to heat the wheel where it covers the axle...it will mess up the paint, but it is just about the only way to get the wheel off without damaging it...Before you remount it, apply some anti-seize to the axle, and it will slip right off next time...

Try using a pry bar if ya got one around there... might try a hammer. Dont wack the crap out of it unless you have to (you dont want to bend the rim. This is all that comes to mind, hope it helps.
