Rabbits make great pets. They can live 10-12 years usually. They can be litter trained and you can let them out of their cages to roam about the house. (As long as you are careful with electrical wires etc.) They do require a lot of attention, just like a dog, and they are very affectionate. However, your mother may be allergic to a pet with fur, or perhaps it was just the dog dandruff. Take her to see a rabbit if you are interested just in case.
Rats make great pets too, but their life span is not as long 2-3 years, nor are they as appealing to mothers.
I woulnd not suggest a bird, unless you have a lot of time on your hands, they require a lot of attention, but they can be wonderful and faithful pets.
If you go with a Rabbit, Rat, Hamster, Gerbal, etc. Try newspaper litter/shavings instead of woodchips to prevent allergies. You can buy it at any petstore. Yesterday's News is the brand I use for may Rabbit.
Some dogs have different fur/hair, talk to your mother's doctor, there may be a chance you can get another dog. If your mother was on any new medicin, for a cold etc. That might have triggered the allergies. Don't complete write off dogs if you have a heart set on them. Greyhounds usually don't bother people's allergies because they have more of a people like hair, and Greyhounds make wonderful pets.

Problem sounds like if there are allegery problems, a pet with fur might not be a good idea.
Course not all people are allergic to all types of furred animals.
Rabbits such as the Mini Rex, Velveteen Lop, Rex, Satin, etc have a more dense coat that seems to allow people with allergies to not suffer as much. Not to mention, rabbits can be kept outdoors all year round if need be.
Mice, gerbils, other rodents are other pet options.
Fish, reptiles are other options.
Do you have the acreage or can afford a livestock animal? Mini Horses are FUN!! Goats are quite nice too. I have always been fond of ducks.
My peronsal favorite for a low maintenance pet that not many have allergic reactions to would be a Chia Pet.

A very nice pet is a rabbit! You can let them out, brush them, they're quiet, fluffy, cute, and very affectionate. They really like to just sit in your lap. They're inquisitive and there's lots of toys out there you can get them. They eat a variety of foods, and it's fun to pick new veggies or treats for them! I have 2 lop earred bunnys.

In my opinion, a GREAT animal to have is a guinea pig. They are not boring at all and are always fun. They are also the cutest! As an animal lover and a guinea pig owner (I have 10) you should get one! I hope I can help!
