Rarely is anything truly free.
There used to be a dial up provider called NetZero that made you look at an ad banner for their "free" service.
[update]
It looks like they still have it. You get 10 hours online time.

Many libraries let you use their workstations.
Many cities are providing gratis wireless hotspots now, too.

NetZero offers 10hours/month service for free not sure on speeds or anything, but where I live, we get speeds up to 10.0Mbps downloading speed, for $45.00 USD (Insight BroadBand 10.0; only available in Illinois, Indiana, Ohio, and Kentucky)

Probably not. If you want free internet, find an apartment complex or house that includes that in the rent. My broadband internet and cable is included free in my monthly rent. It saves money that way in my opinion.

Not any more. Juno has not given free service for several years and NetZero's cheapest is $9.95/month.
