You're right; using lipliner around your eyes can be very bad. The main problem comes when people use a product on their mouth and then on their eyes without cleaning it first. It transfers bacteria quite nicely. Also, some lipliners are quite irritating to one's eyes. They aren't made to be as smooth or slick as eyeliners are.
Keep in mind, also, that some people are just plain sensitive to red-based eye makeup. I have a friend who, after years of wearing every available shade of eyeshadow, has found she is allergic to anything red-based (red, pink, purple). Her eyes puffed up and turned a very unfashionable red. So do be careful.
That said, I've always liked the look of red eye-makeup. I prefer the "Vampire Red" eyeshadow from Manic Panic, but the "Bloody Mary" line (carried at Hot Topic) is fairly ok too. You can apply it with a thin, wet brush for the look of eyeliner, and it will stay a very long time. Manic Panic also carries a matching eyeliner. You can buy Manic Panic directly from the company here:
http://www.manicpanic.com/
Or from other online retailers; do a search.
As for what looks good with brown eyes.... The leading theory is that you should go for the color most opposite your eye color. My eyes are blue; the colors that make them "pop" are orange and burgundy. For brown, I'd guess blue, purple or possibly pink. If you're not into those, try silver or gold. Really, any eye can wear any color, given it is an appropriate shade and intensity. Even though blue-eyed folk aren't "supposed" to wear blue shadow, I still do, and it looks good, provided I keep it subtle and a slightly different shade than my eyes. Buy cheap makeup and play around, or go to a cosmetics counter and ask advice. Good luck!

Go to the makeup counter at your local department store. They will spend all kinds of time with you, trying different things on and seeing what works best. You dont HAVE to buy anything. But they will be able to tell you for free what will work best with your skin and eye and hair color. They are your best bet. Otherwise you are going to spend a FORTUNE on different make up before you find anything you even remotely like.
I have brown eyes and I have found that brown eyeshadow works best especially if it is the exact same color as my eyes. I apply it where eyeliner would go and make it a bit heavier toward the outside corners.
It's not necessarily the color of your eyes that is the most important, although that IS a consideration. It's your skintone that really should be worked with. I have had eye makeup on that made my eyes look amazing, but then when I looked at the rest of my face I looked horrible because it just didnt go with the rest of my skin coloring!
As far as red eyeliner. I dont think that any respectable company makes eyeliner that is red. Using lip liner isnt bad. I know a few people that do that with brown lip liners.

You can totally use lipliner on the eyes. It's the same stuff with pigment in colors for the lips. It might stain your skin, like it does the lips. Try this site http://www.myavon.com/hblalock
Their Mark line is great in cost and they have trendy colors.
For brown eyes.....I say what ever you want really. If you want to try coppers and peaches. Dark or light hair it will look good....

i have brown eyes, too and i use this brown shadow from clinique. i know ppl say that purples make brown eyes "pop" but truthfully, it looks kinda bad. what i do is get the shadow w/ the three different browns (light, medium, dark) and use the light first, the medium second, and the dark as kind of an eyeshadow liner. you could probably wing your eyeliner, too! i use brown and wing it out on the sides and it makes my eyes look a lot bigger! hope this helped!

Oh man I have brown eyes too! Its SO hard getting eyeshadow. Though a light sparkly goldish-brownish works for me. Im light skinned. And blues work for me too. Dark skinned people look good with a light yellow mixed with some different colors. Try everything!

For brown eyes create a smoky look using matte colors, and graduate the colors, with the darkest near the lashes, and the lightest near the brow. That's what I suggest for your eyeshadow.
