The person whose credit card is used to open the account. If the person is under 18, the card is probably an "authorized user" card on another account (most likely parents). Thus, the parents of the person would be liable for any debt accrued. I imagine, however, that if the person in question would open a poker account, the person's parents already know what kind of a person he/she is, and would be checking the person's activity from time to time. I can't imagine the person would get away with this for long, so not much debt could be charged. The parents then should remove the card from the minor, and administer excessively hard punishment (i.e. stupidity tax).

Parents would be responsible. In the eyes of the law - you provided him with the computer, the Internet service, and then failed to monitor his use. I know you can't watch kids every minute, but you are still considered to be responsible when a minor child commits a crime or accrues debt.
As a parent you should make darn sure he pays you back whether it is by getting a small job or by working it off around the house. Then, I would take the computer to an area of the house where you can better supervise his activities. There are also parental controls you can activate to prevent future visits to inappropriate sites.
