It probably means what it says...personality counts. You could be the nicest looking person that was ever born, but if you're mean to everyone no one is going to like you.
Same if you're rich...wow you're a rich guy...but you keep all your money to yourself and you never help anyone else even though you have the power to.
Without a personality to back up whatever other good thing you have going for you...you're still rotton...
People would rather be with someone that was kind, and cared about everyone, than someone that was beautiful or rich and didn't.

It means that in the long run, people want to be around others who are good company - and that ultimately boils down to a good personality. No matter how smart, rich, or good looking a person maybe, it is still important to be nice to people, to be considerate of others and to be nice to be around.
