Literacy is the skill you can develop through reading...which is maybe one of the most important skills to have.
You can not develop any of the other skills you mention through reading...but you can gain knowledge and understanding on all those subjects by reading. You then have to practice what you learned through reading to develop skills.

It depends on what you are reading. Certain books were written with those skills in mind. ie. Supermom can show you how to clean almost anything. There are many cookbooks and you can certainly develop that skill.
By reading novels you can improve your vocabulary and your knowledge of just how things were in that certain period you are reading about.
You can develop fast reading skills but I don't enjoy that as much as just reading at a normal pace for enjoyment rather than getting thorugh a book quickly.

reading is the fundamental basis for all skills, if you can read instructions it makes it easier for you to learn other skills...although reading alone won't give you mechanical or cooking skills it will help you develop those skills through a combination of reading about the those skills as well as practicing them

I learned how to do plumbing, basic electrical, general carpentry, and some masonry work from books. I have NO training but I replumbed my entire house a year ago just by reading the book, and haven't had any leaks yet! :) I also learned how to cook from books, because my mom is a pretty awful cook and there wasn't any learnin coming from that direction, lol!
