Yes, one always hangs lower than the other and there is nothing wrong with you. You are NOT a retard for asking.
Don't pay any attention to burning_brightly or his answer. Dressing Left or Dressing Right has nothing to do with whether one testicle hangs lower than the other, as anyone who has ever had a tailor-made suit will tell you. Dressing left or right has only to do with what side you prefer to hang to (your penis) when you put your pants on. Nothing more. A good tailor will ask this to allow for extra room on that side for comfort sake.

It is usual for one to hang lower than the other in the past tailors always asked the question on which side do you dress meaning on which side is the lower one dont worry about it.

This has nothing to do with one's orientation... and yes, one nut IS supposed to hang lower than another. Just as a woman's breasts are uneven (and to paraphrase the comment above, if any woman would like to email me photos just to be sure.....)...

That's perfectly normal. It's like how one breast in a woman is bigger than the other. It's subtle and normal.
And mental state has nothing to do with how your penis looks. On the other hand, how your penis looks might cause you to get into a certain mental state! But definately not retardation.

Burning Brightly - the term "on which side do you dress" refers to which side of boxers do you let big jim and the twins hang. The reason is that the tailor will make that leg slightly larger to accomodate the additional passengers.
