If they have ever been in the newspaper, listed in the phone book, or had any recognition, such as military, the lead in a professional ballet...things of that nature. If there is no printed info on them, chances are you will not find them.

Also, don't fall into the scams of the ones that you pay for. Go to the links that are numbered or under the highlighted ones. The ones that are highlighted or at the side of the screen are sponsered ads that a company pays to have there. The numbered ones are the most popular and usually give you the most information. This goes for any search. Hope this helps.

It depends if there is any information about them online. If there is, google will find it.
Sometimes, depending on the name, the results will be about other people with the same name, however. With my name, for example, there are at least 100 results with only one or two that are actually me.
Make sure you put their first and last name in quotes though, because if you don't you will get every page that has (for example) John and Smith in it, rather than only "John Smith."

I find that it only comes up if the person has been in the news, has published something or if they belong to a big organisation etc and they can be pulled from the directory. If you are trying to find out something about someone you know ask them or hire a private detective!

You can, unless you are a nobody.
You have to have something on the web for them to search for it.
Like, lets say you have a (well known) blog.
