This means everyone works 40 hrs and has 2 days off each week except one pair who work 48 hrs and have 1 day off. However with this shift structure every one who has the off day starts the next night at night shift and had the early shift the previous day so in effect gets 2days and 8 hours between their last shift and their 1st shift in any rotating shift sequence

BUT every one who works the early shift does not recommence until the late shift two days later so in effect they get a 7 shift break not just a 4 shift break Furthermore each pair has a different day off the following week and the cycle repeats every 4 weeks. So every 4 weeks all have worked 168 hours not 160 hours

Of course. There are 24 x 7 = 168 hours per week, with each person working 40 hours per week, you can do it with 5 people. For example, 4 could work 40 hour weeks and one could be part time at 8 hours per week.

Well 3 shifts a day for 5 days means you will only need 3 people for Monday through Friday. That leaves 5 more to cover Sat and Sun. I'd say you have mare than enough.

24 hours x 7 days = 168 total hours

8 people @ 40 hours/ week = 320 hours.
