Vaxgen extended the exercise terms (when the warrants can be converted to common shares) by three years. That was the only change.

Not 100% sure, but it sounds like VaxGen bought some shares to settle an issue with certain stockholders. Perhaps this was related to the canceled government contract. They may have sold the shares on the basis of that contract to an investor and when the contract folded, they bought the shares to avoid a lawsuit. I am not an expert, but that is what it looks like.
