I currently run both a PC and a Mac (power mac G5) for video and graphic design. My PC is what I use for most internet, and office-type work. They are networked, so I can share files.
Mac is much more powerful with the usage of memory, and so my 2 gigs of RAM seem to do more on it than on the PC. It's like anything else, it is a tool. Mine is specifically for video and deisgn, so I don't try to use it for games, office work, etc...
Since this is your second computer it would be fine to go with the mac, but just don't plan to use it like a PC. Think of it as a car -- your PC is much like a good family car -- it can do almost anything, but it has it limitations too. The Mac is more like a Jeep. It's great for doing what you want it to do (climb hills) but not so good at general everyday traffic.

Just like PCs, there are many different models of Apple machine available (though not quite as many), there isn't just like a single Apple machine you know. So what I'm saying is that you'd need to look at the spec of whatever machine you were considering and see whether that particular machine comes with a DVD burner, although I would expect all new modern machine to come with that capability now the drives are so dirt cheap.
As for the differences, the basic difference is that they have a completely different operating system. Which means that you need to re-learn (to an extent) how to do even simple things if you've only used a PC before (and vice-versa if you were moving from a Mac to a PC) because a Mac doesn't run Windows and thus does things in a slightly different way.
The other thing about running a totally different OS is that any software which you've got for a PC won't work on a Mac, they're totally not compatible. Individual files can be shared between the two different operating systems (pictures, music, etc) but actual software won't.
Oh, and Mac are almost always more expensive than a PC for a similar spec machine.
How much of an issue any of that is only you can decide.

apple is made for the designing side of things with its high processor and graphics card, windows is more for the technical side of things like networking and admin type of things. Since you are looking at pictures, videos among others i would go with the apple but when it comes to upgrading it will be a bit hard because everything is behind the monitor on an apple. but i am sure apple comes with a dvd burner already installed, best to check first though.

The biggest difference is the operating system. Mac runs its own operating system call OSX (very different from windows), it can run windows now tho.
Your best bet is to go to an apple store near you, they will let you play around with them.
Apple is really cool. I have a PC but my next computer will be an apple.
Some people like apples other like pc's. Its really a prefrence thing, but my advice would be to go and check one out.

PC's can play games and has a ton of software and is cheaper.
PC's run windows and is a big target for spyware/ viruses It also has to have specific hardware for some functions like inputing video into the computer.
Macs out of the box are better at video editing and photo editing. They are also less of a target for spyware / viruses
Macs are far more costly for the same hardware, run almost no games, they are not upgradable. Macs have less support in general for most things.
Depends on what you want to do with the computer and how much ya got to spend.

if anything else go with windows
