i would make them because if you make it that will mean something to the child. but try online at fish costums for kids and maybe that might help you some more.

1. take colored tissue paper and cut out fish scales in a "V" shape using a paper doll method (you know the accordian, back and forth fan folding where people figures are holding hands?) leaving a area about 2" where you then unroll the folded paper (fish scale) and 2. sew it to fabric in rows, overlaping the scales 3. sew the open ends of the fabric together (Like if you were making a both end open pillow case) now sew elastic around the bottom (ankle) and top (waist) Now for their feet (tale fin) first draw on cardboard fin shaped pattern, cut it out (make two. One for each foot) hot glue the same fabric you used for the suit to the cardboard. Now hot glue some old shoes to the inside on top of the cardboard. Make sure there is enough fabric to wrap up the ankle of the mermaids feet. Put the shoes on and then tie ribbon around the fabric and then around the mermaids ankle (like a twist tie on a loaf of bread (their ankle being the bread) For their shirt just tie die a t-shirt in the same colors as the scales etc.
