The reason that the rest of the planets don't woble is they all have moons large enough to stabilize their tilts and spin. This group includes the Earth.
That is almost accurate, all 9 (or 8 or 12 or whatever many) planets have at least some woble to their axis spin. Just like a top wobles as it spins, so do planets (even the sun does this on its axis.)
Neptune almost belongs to the first group as its moons are barely able to stabilize it.
