It instructs to do so in the instructions, but it seems like this would transmit static energy through the case and onto the electronic components. Am I just paranoid?

Thats why you put it on a metal part of the case, it makes your body voltage neutral with respect to the pc ground! The static charge comes from your body and by clipping yourself to the case, you remove the charge from your body and it goes safely to ground.

Attaching the clip of an anti static wristband to the METAL chassis of your computer while your working on it will direct any static charge to ground. To achieve an optimum ground plug the computer into a (grounded, three prong) power strip. Be sure to turn the power strip OFF while you are working inside the computer. When the power strip is in the OFF position there is no voltage present in the computer, however the ground is still connected to your houses ''earth ground''. This will allow any static charge to safely exit to the ''earth ground''!

yes it is safe to do this since the case is grounded and the static if any would go thru the metal case to the power supply

Yes, I use a wrist band all the time at work, you want to attach to a metal part of the case.
