You'd have to find a vinyl presser, which I'm sure can get pretty expensive. If you're a DJ, I'd suggest maybe getting Serato Scratch. http://www.rane.com/scratch.html
You'll of course need a laptop. But, once you load your music onto your computer, you can play the mp3's back using vinyl.

There are not too many "vinyl burners" out there that can get you a recorded digital copy of music on a CD to transfer to an analog source such as vinyl LPs records. Even if you could get one, it would not be affordable.
If you have music on CD and want to convert it to vinyl (for some reason), you could try contacting a local record company or recording studio to see if they would transfer the media for you.
I am not sure why you would want to do this other than to use as a DJ in a club. If that is the case, consider a laptop and some recording software instead.
You can probably find a digital mixer software that can load the song in MP3 or WMV format onto a hard disk, play it through their software and use the software to vary the speed, or play it backward, etc.

The better question is why would you take digital music and convert it back to an analog medium. The whole purpose of CDs' being invented was to improve the sampling rate of recorded music and do away with the skipping and background noise of tapes and records.
