Two schools of thought:

2. They'll get really pissed and take it out on the Shi'a.

Bet on option 2.

Iraq will never be the great nation it was under Saddam . Had he taken Kuwait Iraq was on its way to becoming a world power. However there is one thing that a world power doesn't want and that is another world power. Yeah if he was still President we might be paying a $1.00 a gal for our gas but what's another buck and a country now in rubble. Some would call it nation building I call it a sham. The war will go on and on, his death will only douse out the one chance the country ever had.

So who's' going to answer for it?
