I think there are alot of factors in this. First the pentalty is not strong enough. So many people really get away with murder. They even confess to the crime and get little or no punishment. I have a friend who's sister was shot by a robber just for turning on the light, the guy was cought, and confessed to the crime yet 3 years later was released. There are so many people who use the loop holes created to protect wrongfully accused people to get away with the crime. Our court systems are too currupt, prison is too soft, and people are just too arrogant. For example, in some countries if you are caught DUI you get a prison scentance no if and or buts you are going to prison end of story. In other countries you are shot on the spot, granted that is a little dramatic. I know people around my area who have 10 DUI's and they still have a car, a license, and still drink and drive because they know the right people. They are going to kill someone someday, but who's going to stop them if not the judicial system? It dosen't matter if they are raised right, or in a Christian or non christan home, in the end we all make our own choices and people need to be held responsible for their choices.

People killing other people more often. Just kidding, as the gap between the haves and the have nots increases the incidences of crimes increase. Studies show that in areas with lower poverty rates there is less crime.

The same reason they always go up, the economy going bad. When a person's outlook goes bad, the prospect of getting what you can get, including murder, goes up.

Less and less personal responsibility.

Also, BS like the theory about not punishing your kids. If people don't learn self control as a kid, you're almost certainly not going to learn it as an adult. And that is very, very dangerous.

Video games is my guess. They teach kids at a young age that it is "cool" to kill people.
