toner is a type of astrengent that helps to prevent blackheads and oil production and refine pores. Toner, astringent and freshener is all basically the same thing, each with more of less alcohol content.

There are 5 steps for great skincare: Cleanse, Exfoliate, Tone, Moisturize, and Protect. The toner takes extra oil off the skin and helps close up the pores so the skin absorbes less dirt.
Mary Kay offers a great basic skincare set that covers all 5 steps of great skin care in just 3 steps. The 3 in 1 cleanser does the cleansing, exfoliating, and toning. The set also includes moisturizer and foundation (the protection step). The set comes in formulas for either normal/dry skin or combination/oily skin.

It is supposed to clean off the film left behind by soap and tighten up your pores a bit. I use toners. Right now i like using green tea. It makes my skin smooth. Also witch hazel is good in the summer to get the grime off. Some more good toners are clinique and noxzema triple clean astringent or neutrogena rapid clear treatment pads for oily acne skin.

Toner is used to control oil and reduce pore size. Be sure that you get the right kind for your skin type. Make sure it isn't over drying, and ph balanced.

if you have oily skin i'd try sea breeze - cleans and disenfects the skin to keep it acne free. If your skin's not oily, I 'd try any clinique toner or use plain witch hazel...keeps your skin clear and clean.
