Unless you can hook your computer up to a DVR (for a TV I mean), then no you cannot. DVDs are their own standard, they're an entirely different format than CDs. To burn DVDs on your computer you'll either need to swap out your CD drive for a CD/DVD burner, or you can add in a separate DVD burner if there's room in the computer's case.
Either way, you'll need a DVD burner, not just a DVD drive. There are DVD burners, which read and write DVDs, and there are plain DVD-roms that only read DVDs. Anymore, almost all optical drives will read and burn CDs and at least read DVDs, but some drives will only read DVDs, or only read and write DVDs. Don't just assume that whatever drive you have will do everything you want, especially if your computer is cheap or old.

Of course you can burn a DVD with out a burner but on 1 condition, that you computer DVD writer.

No you need a dvd burner(also called dvd writers) to burn dvd's.
DVD-r's only work in a burner unless theyre already burnt and not finalized.

Tecnically no, but you can rip a dvd into another compressed format that can be burned to cd. However, you need a dvd-rom to read the dvd.

Ok well you just need CD-R's. Download NERO. From there you will be able to make whats called a "VCD" or something. I forgot, i had to reinstall my computer and i havent been able to install it yet... anyways yeah thats all you have to do is make a vcd or whatever its called and drag and drop the movies on the CD and you'll be able to make DVD menu's and other kewl stuff on a CD-R or CD-RW. Just make sure the movies are about / under 600MB-650MB so they can fit on the CD.

No sorry you cannot burn with a dvd burner. They are very inexpensive now try www.pcclub.com or www.tigerdirect.com, even bestbuy and circuitcity have cheap prices.
