Try going to Tools, Internet Options, Programs tab, Manage Add-Ons.
This will give you a list of Add-Ons for IE. I have seen several instances where pop ups were blocked by an add-on even if no toolbar was open or if all other blockers were disabled.
Most add-ons have a descriptive name making them easy to identify (Like Yahoo!, Adobe, Flash, etc.) I would try to uncheck each add-on that you can't identify as being necessary, try the page, and repeat until you (hopefully) isolate the problem.

This all depends. If you have installed Yahoo or Google toolbar, these have there own pop-up blockers and can be turned on and off with one button. Just move your curser over the button to find it. If you dont have these installed, there is one built into Internet Explorer. Just click on the Tools menu on the top and select Pop-Up Blocker. The options give you the ability to turn it on and off.

Many times you have more than 1 pop up blocker program installed, especially if you have Yahoo or Google.
However, the easiest way, if you want to make sure the pop-up comes in, is to hold the CTRL + ALT while clicking on the link.

Did you turn off windows sp2 blocker? Do you use any toolbars such as yahoo earthlink or others that use popup blockers? Make sure in control panel you check your internet options.
