US News ranks Brown at #15 and Berkeley at #21 -- so you know they are both great schools.
At the graduate level, Berkeley is much stronger than Brown -- and in many areas is better than Harvard or Princeton.
If you go to Brown, you can say you went to the lowest ranked of the Ivy League schools. At Berkeley, you can say you went to the highest ranked of the public universities.
If you want to major in the liberal arts, then Brown probably has a slight advantage. If you want to major in science, mathematics or engineering -- then there are very few schools that are better than Berkeley -- and Brown isn't one of them. If you want to major in Business, only MIT and Penn's Wharton school are better than Berkeley on the undergraduate level (while Brown doesn't have a business school). If you want to major in economics, Berkeley is better.
As for location -- it is a tossup. There isn't much good that can be said about the town of Berkeley or the city of Providence.

If you're on the west coast, Berkeley will win hands down. If you're on the east coast, most people will point to Brown. If you're anywhere else in the U.S., it's probably going to be a toss up. So, my advice is to worry more about which school is a better fit for you personally, not what other people may or may not think when they see the decal on your car. :)

Berkeley......Brown is a school for wealthy people's sons & daughters who want to take easy courses.
