That is not necessarily the case. Your rising sign is determined by what time of day you were born. For example, I have a rising sign of Leo with a birth sign of Cancer as I was born at 9:30 am.

A good friend of mine has a Cancer birth sign with an Aries rising as he was born in the early morning before dawn.
