Maybe it is a "SHELF" used to support equipment inside the metal cabinet (like for a UPS used by the electronics in a cabinet).

THESE ARE USUALLY MEDICINE CABINETS LOCATED IN THE BATHROOMS, MOSTLY WITH A MIRROR ON IT .
